Stan’s Take on Prop. 1

My friend and fellow progressive, Stan Merriman of Pitchforks and Populists sent me his take on Proposition 1.  I highly respect Stan’s opinion, even when we disagree. So, here’s Stan’s take:

Stace, you did not do your usual very respected homework on this one. I’m going to convey key problems with Prop. 1 via bullet points:.

  • You don’t do viable urban or strategic planning by putting out your budget and financing method before you present to voters your program and plan-cost justified. Cart before the horse. The tax (yes this is a tax, just by another name) is unfair and unprogressive-same rate for your square footage in River Oaks and Sunnyside.
  • The “sell” on this claims it doesn’t impact flooding; in other forums Renew claims it does impact flooding. Most experts and studies on flooding in Houston have told usdue to our sea level status or below, very little impact can be attained with mitigation strategies.
  • The city has exempted legions of development projects with their responsibility to provide drainage mitigation.example, Memorial City and 1,300 flooded post project. Now we’re going to the homeowner to fund drainage. The city does not require accepted environmentally sustainable technologies in its new approach of paying developers to deal with drainage-read the 50+ page Heights WalMart contract and you’ll find nothing there in. Yet we are taking hard earned taxpayer dollars and handing it to WalMart to do the city’s work on street/drainage “improvements”. Check it out.
  • The city’s stated policy is to turn “improved” residential streets and roads into “ponds” (their language, not mine), thus denying residents, their guests and babysitters street parking during unannounced major gullywasher rains.
  • Net Net- the city is hosing us homeowners to enrich the dozens of engineering companies who are funding 99% of the Renew Charter Amendment campaign and turning my street into a pond. See my blog above.
  • Solution-Plan before the budget and funding-A progressive, fair funding program-Retention ponds and channels, not dig up old streets, drainage pipe and pour more concrete, which precipitated the flooding problem to begin with.

2nd Annual We Have A DREAM Summit – This Weekend!

HOUSTON – On Saturday, October 2, 2010 at 10:00a.m at the University of Houston Downtown (1 Main St. Houston, TX  77002) Immigrant Families and Students in the Struggle (FIEL) will host its 2nd Annual “We Have a DREAM Summit” in which students, parents and all community members are invited free of charge to learn about the Development, Relief and Education of Alien Minors Act (DREAM Act).

The summit’s purpose is to be a venue for community leaders, college students, professors, and other DREAM Act supporters to get informed and involved in the passage of this important federal proposal that aims to boost the economic competitiveness and stability of the United States while strengthening their military and its fundamental promise of freedom.

Comm. Sylvia Garcia’s Ad Hits the Airwaves

The message in Commissioner Sylvia Garcia‘s first TV ad (in Español) is simple:  This  election is as important as a Presidential election…don’t forget to vote.  Instead of making it all about Sylvia Garcia, the Commissioner makes it about the people and their role in deciding who is charged with governing.  Take a look:

Translation:

  • This election is very important.
  • It’s as important as a Presidential election.
  • This year decisions will be made which are of utter importance to our entire community.
  • You may elect the persons charged with deciding on the budgets of our schools, hospitals, parks, and other services.
  • It is very important to vote and to demonstrate the strength of our community, and to protect the future of our children.
  • Thank you and do not forget to vote.

DC on Prop 1: Vote For!

At the risk of being attacked as not being Democrat enough, I come out in support of Proposition 1–the proposition on the ballot which creates a dedicated fund for drainage and streets.

There have been some e-mails flying about from good Democrats questioning the involvement of some, others wanting more studies regarding “greener” fixes, among other ideas. The problem? They didn’t develop a proposition to be voted on by us, and the Renew Houston folks did.

This is a once in a decade opportunity to improve our aging infrastructure, improve public safety, and improve the way we pay for these needs–which currently is based on debt.  I agree that it is a sensible approach, and it is a lot more than anyone else is offering. Simply put, we cannot wait for the next notion to be put on the ballot.

Of even more importance is the creation of jobs to get this work done. During these challenging times, we have a responsibility to create solutions to our infrastructural challenges which save the taxpayers money while creating the fixes and providing Houstonians with a visible return on our investment.  Prop. 1 provides this opportunity at this time.

Harris County AFL/CIO is among its biggest supporters, and with the addition of Mayor Annise Parker and Council Member Melissa Noriega to the support list, I feel comfortable in supporting Proposition 1.

Congrats to Jeff Weems for earning the DMN endorsement, as Kuff reports. Jeff is one of our stellar statewide candidates and always impresses the crowds he meets. On to the rest of the papers!

The Heights Wal-Mart

Yes, DosCentavos has been purposefully quiet on this one. Many of us are used to seeing the big box store in all of its sprawling glory while it misses really looking like a part of the communities in which they stand.

As someone who has experienced the Highland Village Wal-Mart in Denton County, I’m not really worried about what the final product will be. Given that the Mayor and Wal-Mart will continue negotiations, I figure it will be an urban shopping island that will be representative of the community–at least for this guy who can’t afford the 1,000 sq. ft. bungalows in the area.

Raul Malo’s Texas Swing…

The Cuban Crooner, former front-man of The Mavericks, Raul Malo is back in Texas where he will get to show off some tunes off his soon-to-be-released CD, Saints and Sinners. This Saturday, he’s in San Antonio, then Austin and Dallas; and  lucky for us, he will be in Houston next Saturday at House of Blues.  Look for a concert review because I think I’ll be there!

Bill Richardson: Five Ideas for Latin America

Arizona’s attempt to create and enforce its own immigration policy has once again amplified — and politicized — the immigration debate in this country. Unfortunately, the anti-immigrant push in Arizona has also further alienated our neighbors throughout Latin America who had been hoping for better relations with the United States after the election of President Obama.

Rather than throw our hands up, I believe we have an opportunity to take bold action and engage with our neighbors throughout the Western Hemisphere.

Latin America has, perhaps, the greatest impact, in terms of trade and culture, on the daily lives of most Americans. The U.S. exports more than $219 billion annually to Latin America — three times more than our exports to China. Hispanics now represent America’s biggest ethnic and most sought after voting block. And nearly every country in the region — 34 out of 35 — now has democratically elected governments.

The time is right to leverage our existing trade and partnerships, and advance a more meaningful and collaborative relationship with our neighbors to the south.

Here are five suggestions the Obama Administration should consider:

First, we must aggressively lobby the U.S. Congress for a comprehensive immigration law that includes increased border security, cracking down on illegal hires, and an accountable path to legalization that requires the 11 million immigrants here illegally to learn English, pass a back ground check pay a fine for being here illegally, and get behind those trying to get in here legally. We must remember that not all illegal immigrant come from Mexico — they also come from Central and South America and the Caribbean. This is not just an issue with Mexico; it is a hemispheric issue.

Second, we need to change our policy toward Cuba. As a first step, the President should issue an Executive Order to lift as much of the travel ban as possible for all Americans. The travel ban penalizes American businesses, lowers our credibility in Latin America, and fuels anti-US propaganda. Such an Executive Order would also be a reciprocal gesture for Cuba’s recent release of political dissidents negotiated by the Catholic Church, the Spanish Government, and President Raul Castro. President Obama has taken significant steps to loosen restrictions on family travel, remove limits for remittance and expand other areas of cooperation. An Executive Order loosening travel restriction is in America’s interests and would be a bold move toward normalization of relations.

Third, let’s embark on a new Alliance of Progress with Latin America and the Caribbean, modeled on President Kennedy’s vision for the hemisphere. It should not be a one-sided alliance preconceived on economic expansion of U.S. markets, nor an agreement that imposes an American solution. We need a new partnership in which we close the gap between the haves and have-nots by addressing both human and economic needs and giving more priority to the indigenous people of this hemisphere.

We need a hemispheric agenda that includes and emphasizes solutions to energy demands and climate change in Latin America and the Caribbean. Perhaps we need a hemispheric agreement on renewable energy that provides the technical know-how for the Americas and dramatically expands the biofuel agreement with Brazil. We also need to move quickly toward a real carbon trading system — rewarding countries that protect their forests.

Fourth, we should continue to seek trade agreements that are free and fair and contain strong labor, environmental, and human-rights standards. Pending trade agreements with Columbia and Panama should be approved by Congress and once again establish the U.S. as a reliable trading partner. Additionally, the Obama Administration should seek a hemispheric agreement on common labor, environmental, and human rights standards. This would be a bold move that would promote our interests and image in the region.

Finally, we need a hemispheric accord on crime and violence. In New Mexico, we are working with law enforcement at every level and on both sides of the border with Mexico to share intelligence and stop the illicit trade of narcotics, illegal guns and human trafficking. This is a trans-national issue that involves a coordinated effort to protect the safety of law-abiding citizens.

While the immigration debate rages within our borders, we must not allow it to distract from our responsibility to engage with our neighbors in Latin America and the Caribbean. We should make better hemispheric relations a foreign policy priority, not an afterthought.

Coffee With Cream: What Forum?

I was not able to attend the “forum” last night at the Arab-American Center featuring Bill White and the other guy, but this post from my friend Demetria at I Like My Coffee With Cream, gives us a description of the events.

I had heard in advance, and I figured, that Perry would want to do a solo act, but what is worse is that he didn’t even bother to take questions; choosing instead to fade into the darkness–at least that’s what I heard.

Ultimately, I agree with “D”:

Well, I thought wrong Rick Perry was not taking any questions last night although Bill White did (see the difference),  I would like to applaud the Arab American Voters Organization for hosting this event, I have heard of no other organization being able to get as close as getting them to do a……forum at all.

Republicans to Latinos: We Don’t Want You Here!

No, it’s not a new message, but Senate Republicans walked lock-step in opposing the DREAM Act and Don’t Ask Don’t Tell-Repeal in a procedural vote for cloture–56-43.

All Republicans voted against, some citing “procedural” reasons after supporting bothe DREAM and DADT-Repeal in the past. I call it a strictly political vote; especially on the part of our own Senators Cornyn and Hutchison.

Obviously, and I agree with Houston DREAM Activist Cesar Espinoza, this is but one battle in the war and we will win the war. The Congressional Hispanic Caucus has vowed to continue the battle.

“The DREAM Act is a critical measure for thousands of talented young people who love this country and wish to stay here,” said Congresswoman Nydia M. Velazquez (D-NY), Chairwoman of the Congressional Hispanic Caucus.  “We must redouble our efforts and see that this bill, along with Comprehensive Immigration Reform, is enacted in to law.”

“Military readiness experts, leaders of higher education institutions, and immigrant families across the country are pulling for the DREAM Act,” said Congressman Luis Gutierrez (D-IL), Chairman of the CHC’s Immigration Task Force.  “Passing this measure will be an important step in reforming our nation’s immigration laws and we cannot afford to give up the fight now.”

It is now predicted that the Defense Authorization bill will be brought up again in November after the election, but as Senator Menendez has stated, he is wasting no time in also bringing up comprehensive immigration reform.

Obviously, I am disappointed, but not surprised, at the two Arkansas Democrats who voted against this, but it would not have been enough for cloture. Suprisingly, folks whom I did not trust (Tester, McCaskill and others) voted for cloture.

In this case, it is wholly case of classic Republican obstructionism.

If Latinos did not have a reason to increase our anti-Republican stance at the polls beyond 80%, we have it now.  But it will take Democrats reminding us with hard-hitting ads and glossy mailers who it is that does not want us here (and a whole lotta door-knocking!).

Congrats to Billy Briscoe, candidate for County Treasurer

DosCentavos sends kudos to Billy Briscoe, attorney and businessman who is also the Democratic Candidate for Harris County Treasurer.  Mayor Annise Parker just named him to the board of the Gulf Coast Community Services Association.

Mayor Annise Parker recognized Briscoe’s desire to serve his community, announcing her appointment through the following statement, “I am pleased to appoint Billy Briscoe as my representative to the Gulf Coast Community Services Associations (GCCSA) Board. I am confident that Billy will be an active contributing member to the Board and I appreciate his willingness to serve.”

Established in 1964, Gulf Coast Community Services Association (GCCSA) is a private, nonprofit organization that exists to strengthen the educational, social and economic well-being of individuals and families as they move towards independence and self-sufficiency.

SBOE DEMS Say Yes to LULAC Debate

But the Republicans will probably not show based on their own freaky thinking that “LULAC” is probably a “liberal” group, much like they called the League of Women Voters.

“Clearly these Republicans didn’t trust women. We’ll see if they like Latinos any better,” said Harold Cook, a spokesman for both Democratic nominees.

LULAC doesn’t take a stand on candidates. In fact, I remember them trying to work with whomever was in power, which really didn’t get Latinos anywhere, but it did get LULAC leaders some invites to Bushy White House black-tie affairs. Lately, though, they have become a lot more vocal in response to Republican attacks, such as SB1070 and other immigration bills and issues. As I’ve always said, when one is attacked, one defends. It’s good to see they want to get involved a lot more in voter education–we need them!

Let’s see what happens with this debate.

ONE WEEK UNTIL CARLOS GUERRA DAY!

The best columnist ever in Texas, Carlos Guerra, will be feted next Friday in San Antonio.  Recently retired from the San Antonio Express-News, Guerra has taken on strategic communications, but has also established the Carlos Guerra scholarship at Texas A&M Kingsville School of Communications and Theatre Arts.  And that’s what next Friday is about–raising money to endow the scholarhip which will help South Texas students get a lift up to continuing their college education in the field in which Guerra made his mark.
